Redelegation of Authority—Transfers of Funds for Minor Capital Improvement Projects
Section 100.4(o) of the Standing Orders of The Regents provides as follows:
(o) The President is authorized to approve transfers or allocations of the University operating funds and transfers of funds designated for Capital Improvement purposes, subject to any limitations which might be imposed by the terms of said funds, provided:
- That no such transfer or allocation shall result in the establishment of a new policy, program, or project involving a continuing commitment;
That no transfer shall be made from a reserve fund for a purpose other than that for which the reserve fund was established.
By his letter of March 22, 2006 (DA 2157, enclosed), President Dynes delegated to me, as Chancellor, the above-specified authorities related to transfers of funds for Minor Capital Improvement Projects.
I hereby redelegate to you, in your areas of responsibility, the authority to transfer funds among minor capital improvement projects (total project cost not to exceed $400,00) when an adjustment becomes necessary, provided the transfer (1) is between approved projects; (2) does not exceed 25 percent of a project's cost; (3) does not increase the cost of a project above $400,00; and (4) does not result in an increased cost to a project involving a Chancellors' residence or office bringing the total above $25,00, unless prior approval by the President has been granted.
This redelegation of authority is effective immediately; it may not be further redelegated.
